Episode 3223 of the Vietnam Veteran News Podcast will feature a story about Operation Popeye in Vietnam. The featured story appeared on the soldiers angels website and is titled: Operation Popeye: The Secret Weather War in Vietnam.  It was submitted by Mike Isaac-Jimenez.

Isaac-Jimenez reported that during the Vietnam War, the United States launched an unusual and highly classified program called Operation Popeye, which attempted to use weather as a weapon. Conducted between 1967 and 1972, the operation aimed to disrupt North Vietnamese supply routes by artificially increasing rainfall over the Ho Chi Minh Trail, a vast network of paths running through Laos and Cambodia that carried troops and supplies into South Vietnam.

The strategy relied on cloud seeding, a scientific technique developed in the 1940s. U.S. aircraft dispersed chemicals such as silver iodide into storm clouds to stimulate precipitation. Military planners hoped heavier rainfall would extend the monsoon season, turn dirt roads into mud, trigger landslides, and slow enemy movement. Thousands of missions were flown over Southeast Asia with the unofficial motto, “Make mud, not war.” The program was overseen by the United States Department of Defense and coordinated with the Central Intelligence Agency, remaining secret for several years.

Results were mixed. Some reports suggested rainfall increased and sections of the trail became harder to travel, but weather proved unpredictable. Storms shifted, and North Vietnamese forces adapted by rebuilding roads, moving supplies at night, and using alternate routes. As a result, the program created obstacles but did not decisively affect the war.

In 1971, journalist Jack Anderson exposed the operation, prompting congressional hearings. The revelation contributed to global concern about environmental manipulation in warfare and helped lead to the 1977 Environmental Modification Convention, which restricts hostile environmental modification.

Operation Popeye remains a striking example of experimental military strategy and illustrates both the ambition—and limitations—of attempting to control nature in warfare.
